The Polish view seems to be a contingency view. If the EU cannot reach a deal with Russia, then the Poles seems to be saying Europe needs alternative plans. But it is clear several member states will not want to exclude Russia. Germany has already made that clear to Poland.

The presidency needs to show impartiality and bear in mind the collective interests of the EU and not the interests i t has by securing the opening of accession talks between Turkey and the EU.
